Where throughout our nation states are in dire need of quality infant-toddler child care services and where Oakland will only be meeting half of this demand by the coming year (Alameda County Early Care & Education Needs Assessment, 2006).
High-quality early care & educational programs for infants & toddlers benefit them as children and our society, in ways that "far exceed program costs" (ZERO TO THREE INSTITUTE, 2009).
