Governing Body: Board of Directors
A 11-member (maximum 14) board of directors governs the grassroots nonprofit agency: Building Bridges Child Development Center (BBCDC), who bring with them decades of experience in the nonprofit, early childhood development, community development, public health, and finance field. They represent a multifaceted group of professionals committed to improving the availability of quality early care
and educational programs for families in Alameda County/City of Oakland, California.
Rachel Aoanan, President/Founder An Americorps Alumni with extensive volunteer management and program development experience, who has served as an Early Head Start Home Visitor/Infant-Toddler Teacher, and who had a small infant day care program in Castro Valley, presently resides on San Francisco State University's Early Childhood Evidence-Based Research Committee and is currently pursuing her MA in Public Administration.
Michael Vennari, Chief Financial Officer Vennari comes from a project/construction management background. He has managed various residential and commercial constructio
n projects. He possesses a BS in Agriculture & Environment from the UC Davis.
Kathy Marsala, Secretary A proud mother of a young daughter, Marsala has served as a Naval Intelligence Agent in the US military. Marsala has been in the non-profit sector for over ten years leading programs that serve youth and the homeless population. Marsala is program manager for Alameda County's Latino Commission on Alcohol & Drug Abuse.
Julie Wong, MSW, MPH Wong has eight years of working in the nonprofit sector serving various marginalized communities. She has experience in community outreach, program development/evaluation, and multimedia design.
Kimberly Breidel, MA Breidel has worked with children and families in the nonprofit sector for over 15 years. She comes from a psychodynamic training background enhanced by additional training in Family Systems & Cognitive Behavioral Therapies. Breidel has developed children's treatment programs, which includes 5 child development centers and a therapy program for a middle school. Breidel holds a MA in Counseling Psychology, MFT Intern (#59052). She is presently in a Clinical Psychology Doctorate Program in San Francisco.
Matthew Bokar With a background in environmental, economic and socially sustainable architecture, Bokar has 5+ years of experience in affordable, student and mixed-use market rate housing. He has served several years as a Rebuilding Together Oakland Team Captain, Architecture for Humanity Volunteer Coordinator and is currently an Architectural Designer at Pyatok Architects in Oakland, CA.
Jaqueline Smith, MA, MFT (IMF # 47159) Early Childhood Mental Health Therapist/Consultant. Smith has over 4 years in working with families exposed to domestic violence in a therapeutic setting, and over 3 years working with the homeless population, and over 6 years of experience working with severely emotionally disturbed youth. Smith posses a BA in Sociology from UC Berkeley, and a MA/Counseling & Psychology from the John F. Kennedy University. She presently is in a clinical psychology doctorate program.
Matthew Souther Executive Assistant/Membership Coordinator of Net-Impact for over 2 years. Graduate from Bennington College, receiving a BA in Music and recipient of the John Hendrick Memorial Commission. Additionally Souther participated in a study abroad program in Nottingham, United Kingdom. His connection to the early childhood field is through his mother's first-hand experience of being a pre-school teacher.
Latoya Williams Presently serving as Assistant Principal of De Anza High School, having extensive experience in leading schools as both vice and principle in high school settings; she has additional experience in the startup of educational institutions, specifically serving as Founding Principle of Lou Dantzler Preparatory Charter High School. Williams possesses a BS in Business Admin and an MA in Educational Administration, and is presently completing her PhD from Claremont Graduate University in Urban Educational Administration.
Helen Gaffney, MA With a BA from UC Berkeley in English Literature, and MA for Arizona State University in Early Childhood Education. Gaffney has been a San Francisco State University Lecturer for over 6 years. Comprehensive experience in setup and management of campus based child care center. Over 17 years of providing supervision and training in developmental and observational assessment and documentation, and evaluation of staff.

Cheryl Zlotnick, RN, PhD
Dr. Cheryl Zlotnick RN DrPH, is a Research Scientist of the internationally renowned biomedical research institute: Children's Hospital & Research Center Oakland. Zlotnick has worked as a clinician, administrator, evaluator and researcher.
Betsy Rutana CA Community Care Licensing, formerly the Child Care Advocate. Rutana disseminates information on state licensing's role and assists county government and community agencies in capacity building and quality improvement efforts to ensure availability of quality childcare.
Myrna Dana Proud business owner and caregiver of Berkeley's widely acclaimed infant-toddler development center, Woolly Mammoth. Dana also serves as director of ratio 3:1 infant program.
Jalina Gueterrez Head Start Preschool teacher and educator of over seven years. Gutierrez believes in establishing strong partnerships with families for the benefit of young children in programs she oversees, and focuses specifically on family involvement and close collaborations with community-based organizations that serve to benefit children.
Joanne Hubbard Hubbard has served as an early care & education advocate for over 28 years. An expert of the Head Start/Early Head Start program, Ambassador of the Special Quest children with special needs program & CA Mentor to protégés in the field.
Jason Mitchell, CPA Served as finance consultant for San Francisco State University's Head Start/Early Head Start program. Presently works for city of Oakland's Park and Recreational Finance Department.
Sara Hicks-Kilday Public Policy Officer for First 5, Alameda County's Child Development Corps for Working for Quality Child Cares. With decades of experience as a teacher, researcher and advocate.
Joanna Fraguli, MA Staff of the City of San Francisco's Disabilities Department, Fraguli, has been working in the disability community for the last twelve years. A graduate of UC Berkeley with a degree in Psychology & Sociology and a doctoral candidate in Clinical Psychology at the CA School of Professional Psychology.
